My first few years on camp staff, the Camp Director was the Assistant Scout
Executive. I thought at the time that he was one of the greatest camp
directors ever--and after working in 24 different camps, I still think so.
However, in general, I believe the camp director should not be a district
executive. A DE who is forced to neglect his district for the summer will
have difficulty the rest of the year.
My favorite structure was a summer camp staff of paid 'volunteers'. Every
pro in the council, including the SE spent at least one full week at camp--
no trips to the district allowed! During this week their assignment was to
become familiar with camp operations and to support the camp staff in any way
they could. They also visited units and talked with adults and scouts about
what they needed, wanted in summer camp. At the end of the summer, all were
present for the post mortem and the planning for the next summer.
One DE made a point of helping the dishwashers one meal a day--he ended up
with some great suggestions for improvements in food service.
BTW, we encouraged the DEs to host a district committee meeting during their
week in camp. This included eating the evening meal in the dining hall with
the scouts. It was a great summer camp promotion.
The worst situation I ever worked in was a pro director and a pro program
director. They were frequently at odds with each other and always complained
about neglecting their districts.
I had several excellent years where I had a pro director and I was a
'volunteer' program director. I had a couple of mighty fine years when I
directed one camp of a multicamp operation. We had a pro as the overall
campS director. He provided excellent support operations from a central
area and visited us daily but did not interfere with regular operations. The
result was three very distinct camps and a lot of happy units.
In the end, it probably depends on the individuals involved which works best.
