The wrong way is to ask for volunteers, then pick the first hand that goes
up (does that sound like the voice of experience?).
Ask your Unit Commissioner (if you have one, otherwise ask your DE) for the
flyer on Selecting a New Cubmaster. Basically, you select several candidates,
evaluate them on the criteria in the flyer, then choose the best one, round
up the committee and say, "We need the best, you're it!"
