Yes, the U.S. Naval Academy is very hospitable to Scout groups.
My troop has camped there a couple of times. We use it as a jumping
off point for exploring Washington D.C. and Assateague Island Nat.
Seashore. They have a primitive campground area with showers. You
can also arrange to have your meals at the Dining Hall at a nominal
cost. You can also tour the academy, which is very interesting.
