This reminds me so much of the debate that was raging in Cub Scouting when I
was first doing training in the early 80's over the problem of finding dads
that were willing and available to serve as Webelos den leaders (at that
point a woman could not fill that position). It was a very real problem that
many packs resolved (unofficially, of course) by registering a dad as the WL,
but one of the moms actually did the work. BSA finally recognized the
reality of the situation, and dropped that restriction, and now, instead of
fewer men serving as DL and WL we are actually seeing more getting involved.
