Our District (Francis Scott Key in National Capital Area Council) uses the
top four from each of 32 packs regardless of rank but not including Tigers
who usually race separate races just prior to the Pack races for W, B, W1 &
W2 mixed together. Seems to work fine but is certainly not the only way.
Overall winners seem to be slightly in favor of W2 (ie. most experienced
builders) but my data on two packs over 7 years shows that Tigers avg. time
best then W, then B, then W1 then W2 which suggests that more delegation is
in fact going on and that attention to detail is more of an adult trait that
only some of the most meticulous older Webs pick up on but when they do they
beat out even the adult "built" cars of the younger boys. This is annecdotal
but is my experience.
