GSUSA: Local age of Brownie Troops

I posted awhile back about how our local GSUSA council (Spanish Trails)
sets up Daisy Troops as K-1 and Brownies as 2-3. Since Brownies can start
at first grade I was interested in how many other councils use this
structure. I received a great response and thanks to those who did
respond both on the list and by private e-mail.
Summary: Spanish Trails Council is pretty unique in this structure!
Almost everybody else told me that their council begins Brownies at
At the Service Area meeting last Monday night my wife got a partial
explanation. When she had asked about this previously, the Council
and Service area leaders had told her "That's just the way we do it!"
Last monday she was talking with another Service Area leader a bit more
willing to share about council policy and got "the rest of the story."
It turns out that a few (?) years back when a variety of programs
were being tested around the country Spanish Trails was choosen to
test the "Pixies" variation. Well, what we now have as Daisy Troops
was the program adopted, but the local council kept the age structure
from Pixies. It looks like the local Council will make an exception
for a individual girl, but not for an entire troop. Now I wonder how many
individual first grade girls we can get into a Brownie Troop... :)
