I have to reply back to Lynn McKee, Houston, TX, who said:

Lynn, I'm afraid what you were told is right in line with the latest on WB
tickets. Lew Orans quoted the 1995 Ticket Guidelines as stating
"Commissioners, professionals, and other Scouters not registered with a troop
may write their tickets with emphasis on the troops they serve."
I agree with him that the intent is to focus on troop operations, and rightly
so. From my experiences on staff, it seems that those participants who do
not work primarily in the Boy Scout program (and we have had a few) have had
more difficulties fitting into the course and writing viable tickets.
