FYI ... Here is a copy of my recent post in response to the psot you were

issue in these words (please refer to "Ticket Guidelines -- Participants"
on p. 19): "Commissioners, professionals, and other Scouters not registered
with a troop may write their tickets with emphasis on the troops they serve.""
"The intent is a shift in focus really zeroing in on troop operations.
Participation is open to all who serve, Scoutmasters and troop
Scouters first -- but there is no intent to exclude those who serve troops
less directly. By implication there is an intent to reframe the tickets
of these Scouters to focus on troop service and not other priorities."
