Here in South 'Oz, it is 21 for venturers. To be a leader in charge,
you have to be 21. (To be an assistant you can be 18, though).
Rovers - it is up to the crew. Most crews I know of put 'Must be
over 26 but prefer over 30' in their constitution. (a rover must be
"Booted" by their 27th birthday).
