The SPL is _not_ one of the patrol leaders.
It is my understanding -- which may not be totally correct -- that often the
SPL is a member of no patrol. To me this seems a little odd -- remember the
troop is composed of patrols, not divided into patrols -- but this is how I
have seen it occur in practice.
