I personally see no reason for the troop not to be the funding
source of LAST resort, to be used only after the scout has
tried all other sources.
I don't know of any regulations prohibiting the troop from helping
with the funding and don't see it any differently than doing a
project for a church or other organization which supplies the
materials. Around here, many Eagle projects are paid for by
the church or organization benefitting, so often the scout has
little if any fundraising requirement.
The idea of a special fund to help out is, IMHO, a great one. I've
seen scouts take a long time to pay off loans used to finance
their projects. (Small, ie $100-$300, not massive amounts)
