I'd like to respond to your question on how patrols should be organized.
What I have seen is that it works best to let the boys themselves pick who
they want to be with. Ideally there should be about 6 in a patrol, but the
size can vary, you just don't want it too big or too small, or it won't work
very well. One troop I know uses this plan, and gives the option at the time
they hold elections that a boy can change patrols if it is agreeable to the
patrol he wants to join. This way if a boy is unhappy with the patrol he is
with, he is not stuck in that situation. After a while the patrol membership
tends to become pretty stable.
