Venture and Varsity

Am I missing something here? I was under the impression that Venture
Crews were never intended to replace Patrols but rather serve as a
program expansion tool to help keep older boys interested and active
in the troop and to serve as encouragement to younger scouts.
Our Venture crews work well. Our Patrols work sort of.
We are a small troop with definite program goals. As I indicated in
my previous posting:

I forgot one,
Venture crews are sort of like the transporter on Star Trek.
Their members appear and dissapear as they are transported to their
Venture activities, but in-between, the scouts continue to maintain
their patorl and office duties within the troop, including teaching
the younger scouts.
I think? Venture, and Varsity for that matter is a program
adjunct, not a complete troop program, and not a substitute for
the Patrol method.
