Get the book called something like "the troops first six months." It really
gives some good direction on building a new troop. Sounds to me like that
is really what you have. Should be available in your council office.
As for new scouts earning merit badges. . . the focus should be on Tenderfoot,
Second Class and First Class. While you no longer have to be first class to
earn merit badges, they don't count toward ranks until you have earned first
class (i.e., you can't get star until you get first class!!) Troop meetings
can be built around basic skills to get things off and running.
As for the other SMs comments, my response would be "I'm sorry you feel that
way" and then let it go. After a while, he may get the message that it is
how he feels, not necessarily the way it is!!
