It's not about having rules to run a Pack. It's more about
communication with families in the Pack. We have a Pack Policies
manual which is given to each new family as they join. Of course, it
contains a lot of info copied from BSA literature plus specific
information on how our pack implements the flexible program. It
emphasizes that the whole program is run by volunteers at our level.
A Pack Policies Manual (aka Parents Manual, Orientation Guide, etc.)
is an excellent way of communicating with families.
