The Congress passed a bill in 1994(?) that was known as the Oprah Winfrey
Bill this Bill mandated background checks to be made on people who worked
with youth. This was a very broad statement and was left to each state to
develop State Statues to implement this bill. In addition the most recent
crime bill made some minor changes limiting the cost of this background check
to A Maximum of $69.
Currently 2 states have passed legislation requiring background checks while
many others are considering it. One State I Don't remember which, requires
all People working in a volunteer or paid position to have a background check
and the cost for this is $69.00 each. The other state requires fingerprinting
and background checks of employees only.
Here in Illinois movement has started to require employees only to be
fingerprinted and to have background checks every four years.
Every Council Should have information on this legislation. It has great
intent yet the cost if every volunteer was to be fingerprinted seems very
high. We participated in a National Survey, as I am sure many of your
Councils did, to see the response of Scouting Volunteers for background
checks. From the results I saw volunteers were very supportive of this yet
if it cost much more than $20.00 it would affect their willingness to be a
