Reading Bill S.314 is an excellent idea. I have. In addition to generalizing
the existing laws to include all electronic communications. The bill also
will 'generalize' who is to be held accountable for said offenses to include
not only to originator but the delivery system as well. It specifically
includes "wire, electronic, or digital communication service" providers.
Even if the service providers could enforce such laws, there would be
absolutely no privacy (not that there is now) and the cost of the attempt
would be passed on the consumers and tax payers. If such a law were to be
passed it would be very likely to have a strong negative impact on the free
exchange of ideas such as scouts-l. As they say "don't shoot the messenger".
