Ahhh, an opportnity for you knocks!
I would suggest that you take this on.
My biggest concern is that the adults that are signing are not
registered and the council, when looking over the merit badges for
an Eagle scout ~~~could~~~ reject them.
I have never seen this happen, but I am a fearful man.
I would recommend, as we did, have one of the ASM or yourself
get a list of all the MB. As adults in the troop to sign
up to teach them (1 on a yearly basis). Give them the adult
application (its free) and ask them to fill them out
and mail them to the council.
The SM is just letting this go by or does not understand
the rules (This is understandable because we have so FEW of them! 8-) )
It is also worthwhile to make a call to council and see if they have
"other " forms or rules. Ours has rules that do not follow Nationals and
they have a second form you need to fill out.

Unfortunately, the burden may be more if the council is strict and
causes you grief at the Eagle acceptance.
