One of the problems that I see is that, at least around here, if a person is
approved as a merit badge counselor, they can counsel any merit badge. I
would prefer a system which approved a person for a specific merit badge--one
which he or she was qualified to teach. I believe we should seek subject
matter experts, not generalists, as merit badge counselors.
