Your post prompted a fading memory of when I worked at the Staff Judge
Advocate (Army's law ofc) at West Point. The boss, a colonel, got this
request from the BSA to camp on post. He thought that was the height of
chutzpah for scouts to want a piece of WP for a camporee. After
researching the issue we concluded that since the BSA was
congressionally chartered they had every right. This was in '80 so I
guess they have been doing so ever since.
