To answer Bob Condon's question in regards to when Tigers switch over.
Remember that the assignments in Cub Scouts is by Grade. Come May or June
the boys have completed first grade and are now considered second graders
therefore Wolves and then entitled to any and all appropriate awrds.
The quality unit patch signifies that your unit "is". Anyone in your unit
qualified to wear a uniform can and should wear the quality unit patch
(but only the most current one). Tigers as Tigers would not because they
do not wear the uniform.
