Absolutely correct! However, take note that if you hold an OA election,
they are still considered youths until they reach the age of 21.

Merit Badge Counselor DO NOT pay registration fees!

No! There is a separate form used to apply to be a merit badge counselor
and identifies which merit badges they are requesting to be certified as a
counselor. Everyone must use this form, and only those adults not
registered in any other position must fill out an Adult Application."
