They are Wolves. They become Wolves automaticly upon completion of the 1st
grade and are automaticly moved up by the National Registrar. The same
thing happens at the end of the 3rd grade. The Bears become Webelos and
are eligible to attend Webelos Summer Camp for example. Actually, it's
automatic at all levels in the Cub Scout program. Packs will often have
their year end graduation pack meeting at a time slightly different than
the time (May 1?) that National moves them up. They use the graduation
date as the time Tigers can start working on Wolf, Wolves on Bear, Bears on
Webelos, etc. I have often graduated my Tigers into Cubs and then
immediately presented them with their Bobcat which they all completed as
their last Big Idea before graduation. Thus they are now Cub Scouts during
the summer and can earn all those Cub Scout awards. Last year I had one
highly motivated Wolf who earned his Bobcat at the end of Tigers and had
his Wolf completed by the September Pack Meeting.

As soon as the boy is eligible to wear the Cub Scout uniform, I award him
the quality unit strip to wear. Thus graduating Tigers would be given the
1995 Quality Unit strip along with their Wolf neckerchief at graduation.
Any boy who joins that fall is also given the strip that the Pack is currently
authorized to wear as long as it covers the year he joined the Pack. SInce
this is a Pack award, any boy or leader who is a member during the time
period covered by the strip is eligible to wear it. In the event we would
not earn a Quality Unit Award, we would not give out the pervious year's
award to new members but those who were already wearing it would continue
to do so until a new award was received.
