Yes. Once a boy turns 18, he is considered an adult for
registration purposes and must complete an adult application to
continue working with his troop.

Yes. I believe the position code for a merit badge counselor is
42. In accordance with Youth Protection guidelines, _ALL_ adults
working with youth are required to fill out an adult application. In
our District, we also require prospective merit badge counselors to
fill out another form that lists the merit badges they want to counsel
along with their qualifications for that badge.

I think merit badge counselors do _not_ pay.

Yes. Part of the reason for the merit badge counselor application
is so that an "approved" list of counselors can be made available.
