rules/regulations re earning awards

I would like to add a new experience to the discussion 'should Tigers earn
beltloops?'. This experience pertains to Cubs (Wolf and Bear) and Webelos.
Several years ago we had a Cub leader who did not understand these were two
different programs (Wouldn't take training, wouldn't attend leader meetings,
but that is another story). At pack meetings, she saw the Webelos receiving
activity pins, and wanted her boys to receive monthly awards. Monthly, her
boys received belt loops and any other patches/awards that she could find.
As Webelos, they did several things that bordered Boy Scout activities.
The den was bored during their second year Webelos (been there/done that).
They did not attend the Spring Scout/Webelos Camp-o-ree (their last as a
Webelos den) because it would be boring. Looking back, we wish things had
been handled different, and leaders of current dens are being urged not to
follow this format.
The rest of the story: After one year in Boy Scouts, only two of the original
8 or 9 boys are still in scouting. The two who are still scouts had older
brothers in the troop, and their parents are involved in the troop.
Allowing the boys to participate in activities beyond the scope of their
program seems to have backfired in this case.
