I suggest no, not recollecting any "official" ruling, because they will have
4 years in cubs to sell and later as Scouts if they want. So I did not
introduce the Popcorn to them at all. If any of the "Tiger only" families
wished to purchase some for their own consumption then we were happy to
direct them to the next available den.
However I did have one Tiger whose older brother had sold it and loved it.
This young man with the help of his mother sold $600 worth! We did not
place him formally into the "contest" so he did not get anything the other
Tigers didn't, but we gave him a special "thanks" at the Blue and Gold for
such an extraordinary effort. Next year he can go compete if he would like.
Interestingly not one of the other 11 Tiger families had the slightest
desire to rush out and sell popcorn.
