Yep. One can be registered as a member of a local Council's committee,
as a member of a local Council's advisory board, or as a member of a
unit chartered to the local Council. However, you cannot be
registered merely as a "member of the Council". In most local
Councils, merit badge counsellors are registered as part of the
Council at large.

Yep. One can be registered as a member of the District Committee, as a
member of the District-at-large (which gains Council "registration"),
as a member of the District's Commissioners Staff, or (prefered) as a
member of a unit within that District.

Nope. From time to time, variations in a person's name (for instance,
Mike and Michael) *could* allow you to be registered twice in two
locations, but with the BSA's registration software (now being used by
close to 80 percent of all local Councils), inadvertant
cross-registrations are being halted. I mention "inadvertant"
cross-registrations....if you choose to try to "circumvent" the BSA's
registration program and use another name in another Council, there
are *other ways* (some which may be as simple as merely calling the
other Council and asking the executive there to give a description of
you; some which may be *illegal* (as I've mentioned before in greater
detail) as using one's SSN to cross-check. But it is being done and
the instances of the same person registered "accidently" in two local
Councils are just about slim to nil now.
The idea, Brother Randy, is to get all Scouters registered at the
lowest level possible and preferably with a unit of a local Council.
The past "overhead" which some may feel neccessary for "smooth
operation" is trying to be curtailed or eliminated in the dual
interests of quality units/Councils and youth protection.
