A similar argument could be made for a Webelos Scout and Boy Scout who might
play on the same sports team.
Due to their participation, activities, training, and required work in their
sport it is possible they both may have fulfilled the requirements for the

Do we give it to the Webelos Scout? No.
Why not, they both "earned it"? Only Boy Scouts are eligible to receive

badges require activities beyond that of participating in a sport, so
situations such as the hypothetical one I posted are unlikely to ever
Without knowing, at present, what the requirements are for the belt loops
maybe the BSA should consider (an) additional requirement(s) for the belt
loops -- for Cub Scouts only -- that would help alleviate this situation?
