Actually, our pack in Houston also awards belt loops to Tigers, but only
when the Tigers have earned the belt loop along with THE PACK at a pack
activity, such as our September family campout. It would be mighty hard to
have a tiger spend an afternoon learning marbles(for instance) with all the
other boys, and then deny him the belt loop at the campfire that night. I
imagine we would *lose* Tigers that way, instead of retaining them. Just my
thought on the matter....
