Tiger's selling popcorn and registration

I sure hope Tigers are allowed to sell popcorn. The top two salesman in
Catalina council last year were both from my district and both were tiger
Council and District registrations are allowed. I believe most councils
encourage you to register with your unit first, to minimum the councils
exposure to liability (unit coverage is primary to council coverage).
A hopefully retiring District Popcorn Chairman (one never knows until they
make your replacement official) and a District only registered scouter.
