BSA: future adult registrations ????

I just had a talk with a troop committee chairman from another
council concerning LOWER numbers of register adults for next years
charters. The unit was TOLD to limit the adult registration
to the minimum required!! The reason is that ALL aldults on the
charter are going to have to have a police background check!
SO, if we do not register them on the charter, they do not need
a background investigation. However, as others have pointed out,
we NEED MORE adults and not less. SO are we going to wind up
with more UNREGISTERD adults working with the scouts as a result
of the new policy? It looks like it! I would also guess that
any unregistered adults would NOT have any protection from the
limited BSA insurance, and also would not be 'required' to attend
any Youth protection training!! Is this what we want? I think not!
But it looks like that it well may result from the new policy to
require background checks!
Just an observation for people to think about!
