BSA Organ. & OA Question

I enjoyed the BSA Primer by Craig Bond and the additional clarifications
added by Mike Walton. Even old timers like me need to be reminded how the
organization should work.
I have two questions. The first is for Mike Walton. I noticed that
he referred to the "District Chair" so I guess the name of that position has
been changed from "District Chairman". The question: When will the new
badges for this office become available? *g*
And now, a serious question for anyone. In our council we have an
Exploring District that is not geographic and services all of the career
awareness Posts and many of "hobby/outdoor" Posts and at least one Ship
without regard to which geographic district they may be chartered or meet in.
Included in the youth membership are those that became OA members in a Troop,
but are now only registered (not multiple) in a Post. How does this affect
their OA membership? Specifically, can they affiliate with a Chapter and be
eligible for election to a Chapter office? I hope this is clear without
making this too long. I know they are still OA members and eligible to
participate and be elected or appointed to Lodge positions, so only need to
know their relationship to a Chapter. I also know that many adults are
probably "at-large" members of the Lodge because they are only registered
at the Council level, etc., but I have never heard of "at-large" youth members.
