YES. I was at an Eagle Court of Honor yesterday and there was a card
from President Clinton. It is essentially the same card that President
Bush used when he was president. It is essentially the same card that
President Reagan used when he was president. Only the signatures have
changed with time.
I did find, last year, that the time it took for President Clinton to
send the card was considerably longer than the time it took for
President Bush or President Reagan to respond. I do not know whether
that is still true today. Maybe things are working smoother now and
maybe not, BUT the Clinton administration DOES send the card.
