I was stationed overseas as a Navy officer from January of 1982 until
October of 1985. As I recall, the Tiger Cubs program was announced to the
Scouters at Naval Station Rota about a year before I left, as part of what
we were told was the nationwide implementation of the program. This would
place it somewhere in the fall of 1984, give of take a few months.
Of course, we may have been given incorrect information, or, given that it
has been ten years, my memory may be playing tricks on me. "Nevertheless,"
said he, sucking on his aged and toothless gums, "that's the way I remember
it, you young whippersnappers!!"
