(I needed to add something to my previous posting reference how much
"flexibility" a unit has....)

they run it in accordance with the policies of the chartered partner
organization, the local Council AND the National Council, BSA.
A unit's chartered partner can and in some cases do restrict the
participants in the program, can and in some cases do restrict the
activities of the unit, and can and in some cases do interpret the
roles of its Unit's Committee.
For instance, an Information Management Explorer Post can restrict the
member of their Post to those sons and daughters of employees (rather
stupid, but they can do it), or a law enforcement Post can restrict
the membership to those that pass a FBI fingerprint and federal crime
(NCIC) check. A church can forbid dances or activities with dancing
as part of the program in a Troop or Pack, or forbid the playing of
"music which destroys the mind and soul" (nah...can't be jazz!!
*hehehe*). That same church can also restrict the unit from having
their own checking or savings account, insisting that ALL checks and
deposits must go into the Church's accounts, and all checks be
approved and written by the Church (also negating the need for a
Tresurer on the Troop's Committee).

Hope that clears things up a little more...
