I understand that the insignia control guide is the final word on
uniforming, and in my twelve year involvement in the program it has always
been important to me to set a positive example. When I reffered to a
National Order of the Arrow Committee operations update I did so because the
issue has been contested and to date the insignia control guide has been
vague leading the Order to issue a statement in the interest of clarity. I
hope you understand that I recognize the importance of the insignia control
guide, I keep a current copy and I reffer to it regularly. The issue of
Section Chiefs is only of interest to a small portion of the program and I
wouldn't expect most people to be aware of the background that surrounds it.
