When we attend out-of-council summer camps, we take the "blue cards" and
submit the portion of them that goes with the advancement report to our
council service center. Thus, these merit badges are recorded in our
council, vice the council where the Troop went to summer camp. This saves
alot of grief later on.
As to timeliness in advancement recognition, the Scouts get their portion of
each "blue card" before we leave summer camp, and we present the merit
badges about a week after we arrive back from camp. Then, we present the
merit badge cards at the fall Court of Honor.
Thus, there are three separate recognitions of these badges:
1) At summer camp before we return home
2) A week after we return home
3) At the fall Court of Honor
