No, IMHO it is not proper. The merit badge counselor should be a
registered Scouter with expertise in the particular merit badge. As SM
for my Troop, I will occasionally work with and sign off merit badges
where I have expertise. I can't believe your SM is an "expert" in all

This indicates that the Scouter has attended Wood Badge which is an
advanced leader training program. The animal's name that follows was
the name of the Scouter's patrol at Wood badge.
