Merit Badge Question

Please excuse what may be an obvious question to some. I have become very
involved in scouting again now that my two sons are of age and have a GREAT
interest. I have found that I still remember alot of the skills I learned
over 20 years ago. I too am having great fun! I am serving as ASM of the
younger group of boys (11&12). We are having a blast together.
My question, Our troop has been very disorganized for several years. I have
been told that as the boys earned or worked toward merit badges, the scout
master would just sing the card. I'm sure he is not an approved merit badge
counselor for all of them. Is this proper?
It would be very helpful if someone could help me out on this one. I have
only been ASM for about two months and I want to do things the proper way
for all involved.
Also, I have noticed as some of you have signed off, you have included "I
used to be a ...". What is this? I'm showing my lack of knowledge agian.
