"Dual Chartering" is the idea of two chartered partners taking
responsibility for a unit of the BSA. It *is* being done, but under
the following circumstances. I'm going to use the K of C and the
Catholic Church as an example.
On *paper*, there is only ONE partner: in this case, it would be the
Knights of Columbus. The Church, like several other national
organizations, have taken a look at the BSA's chartering and youth
protection policies and have decided to *advise* those affiated with
them NOT to charter Boy Scouting units or to recharter existing units.
Other organizations include Alpha Tau Alpha, the Loyal Order of Moose,
and the National Parents-Teachers-Students-Association (PTA/PTO/PTSA).
In *reality*, there are TWO partners: a silent partner (the church)
and the active partner (the K of C). Each provide assistance to the
unit, can provide leadership, and some money support to the unit.
The BSA uses this approach in rural and urban areas, because there are
several churches that want to charter a Scouting unit, but cannot
because of the financial and personnel strains it places on the church
body. However, an "association" of churches can provide continuous
support (something important to professionals) and also provide the
leadership needed to organize and sustain a Scouting unit.
While NOT recommended by most, it *does happen*. In this case,
however, you need to plan on the K of C doing most if not all of the
support to the new unit.
