It is talking about a family project not a service project by the family.
Whatever the family decides is a project for them is a project for them.
The Merit Badge is Family Life not service to the community. It could fix
up the house, remodel something, build something, plan and execute an
annual vacation trip, write/compile/illustrate a family history or a
history of an ancestor -- Whatever the family decides -- something like a
patrol activity: they decide.
