It is the Council Advancement Committee that has responsibility for
approving merit badge counselors and maintaining the list of approved
counselors. The way this is done in most councils is to delegate it to
the districts. Thus, the council list of approved merit badge
counselors is the combination of the district lists of approved
counselors. It sounds like there is some kind of dispute between
someone at the district level and someone at the council level here.

I believe that, if this BoR decision is appealed, the merit badges will
be accepted. I don't believe the chairman has any grounds for
rejecting a merit badge counselor who was approved by the council.
