Our troop requires at least the shirt for advancement (scout spirit).
Besides, without the shirt, where to hang the badges?
Unfortunately, I can't wear the pants (they'll come to my shins) because
my legs are too long. So I wear some olive pants, instead. I make the
shirt "fit", eventhough the sleeves end about 2" before my wrist bones.
Should make it into short-sleeved shirt, I suppose.
So, there are reasons other than cost for not wearing the "complete" uniform.
