Limit on Dist Events

There may be some valid reasons for council trying to put a limit
on district events. They may feel that by scheduling too many
dist. events that scouts will not attend the council events.
My best guess is that those scheduling the council events don't
have a clue on what interests scouts and are trying to make the
council event successful by making it the only game in town. It
won't work, but will make them feel better.
In my experience, council events are poorly attended because they
are poorly planned and do not have activities that interest the
