The following comes from my "Guide for Officers and Advisors"
UNIT LEADER APPROVAL: To become eligible for election, a Boy Scout must
be registered with the Boy Couts of America and have the approval of his
unit leader prior to the election. The unit leader must ceritfy his Scouting
spirit, his adherence to the Scout Oath and Law, and participation in unit
activities. The unit leader must also ceritfy that the nominee meets all
specified requiremnts at the time of this annual election.
YOUTH MEMBERSHIP QUALIFICATIONS: All members of, or candidates for membership
in, the Order of the Arrow, who are under 21 years of age shall be considered
youth members or candidates for youth membership, subject to meeting the
o Be a registered member of the Boy Scouts of America.
o Hold the First Class rank of the Boy Scouts of America, as a minumum.
o After registration with a troop have experienced 15 days and nights of
camping, including 6 consecutive days and nights of resident camping,
approved and under the auspices and standars of the Boy Scouts of America,
within 2 years immediately prior to election to candidate status.

so you can see:
1) They have to have the UNIT LEADER's approval. If he thinks that a boy
is not mature enough or his attendance is lacking, he does not have to
put the boy in....period.
2) The boy must be first class at least..
3) The boy must have 15 days and nights of camping in the last 2 years.
The 6 consecutive means ..Summer Camp.. or possibly a 6 day Winter camp...
But generally it means Summer Camp....
The key to your situation is the Scoutmaster does have the final say....
no one else, on who is eligible for election. If you have some 11 or
12 year old First Class boys that he left out, I kind of back him up on this
one. Particularly if they tend to be the 11 year old 6 - 9 month wonder
First Class... Too much -- too fast..
