We do something similar in our pack (cake raffle). The rules of our
event simply state that the boys must make the cake and decorate it
with help from a parent. This precludes the problem of mother/son and
father/son. I emphasize that it is important for the parent to
supervise and help only as needed (eg. putting the cake in the oven,
taking the cake out of the oven, supervising the mixing, etc) and to
let the scout have carte blanche when it comes time to decorate.
Works for us.
