He was baiting you, Dan...

Explorers CAN earn Eagle while a member of BOTH an Explorer Post or
Ship AND a member of a Scout Troop (dual-registration, with the Post
or Ship the primary (paid) registration). The leadership, service
project and even the merit badge work can be met in EITHER unit, and
the "Conference" can be held by the Scoutmaster or the Explorer
ONLY MALE EXPLORERS CAN DO THIS. ALL Explorers can earn the Explorer
Achievement Award (check with Kara Trevello...she knows PLENTY about
it, because I trained her!).

False. The Gold Award in my opinion only, is BETTER than Eagle. It
takes longer and allows each girl quite a bit of time in reflection
and consideration as to how she would earn it. The Eagle is simply a
"check-the-box-and-wait-the-time" award with little reflection except
during the Eagle project and the Board of Review (if the Review is
done right). This is coming from an Eagle Scout.
The Exploring Acheivement Award fits that bill really nice, Dan.
It can be earned by ANY Explorer in ANY Explorer Post nomatter the
speciality area. It takes as much time as the Eagle (perhaps a little
longer) and requires the same kind of "review" that the Eagle does, at
the Council or District level.
The Quartermaster Award can only be earned by males and females in Sea
Explorer Ships (and ALL of the Quartmaster Award receipients in a
recent year except for two were FEMALE).

Not bad...what he wants to do is to organize an Explorer Post without
calling it an Explorer Post so that he can limit the membership to
boys only. In other words, he doesn't want to be "bothered" with
female members at all. I would WATCH THIS PERSON CAREFULLY and also
ask the Throughbred District's DE or Director to stop by this unit a
little more often than regular.
It don't sound good to me...14 year old boys and older? Hummm.
What kind of program would that be and how would he get Scouts to
First Class and onward? It sounds like an "outdoor" Explorer post is
what he's really wanting.
(I used to serve as the Bluegrass Council's Exploring
Commissioner/Service Team Chair a while back, Dan. Kara was my
professional counterpart and one of the BEST professionals I've ever
worked alongside! Her boss thought so too, because she has been
promoted twice to Senior District Executive after a successful run as
Exploring Executive and as District Executive in a rural/suburban
District in southern Kentucky.)
