That's a hard question to answer, David. The BSA literture I have
here says that good operating number for District operation is 800
youth members in 30 units ( about 15 boys in a unit), with one
professional member. Naturally, there will be lots of Cub Scout Packs
with well over 90 members and some Troops and Posts with only five or
eight members each.
In the eleven Districts where I've worked or served with, the size was
from 19 units and 690 youth members to whatever the George Washington
District in NCAC had in 1991 (something like 300 units and close to
8000 youth members...a small Council, if you asked me!) *hehehe*.
