Jim, Troops sponsored by the Mormon Church can have Scout Chaplain Aids.
However, in many cases, the Senior Patrol Leader, the Varsity Team Captain,
or the Explorer Post President is also the Deacon's Quorum, Teacher's
Quorum, or Priest's Quorum President respectively. This individual IS the
Bishop's "Aide." BUT, the SPL, et. al. is not restricted to the quorum
presidents or to LDS boys for that matter. The Church's Bishopric in
conjunction with recommendations from the Scout Master, et. al, and the
Young Men's President, will select the youth leader at each level (troop,
team, and post).
