In Pack 463, New Richmond, Wisconsin, Blue & Gold in Feburary is only the
Webelos Graduation. All other addvancement awards, including the Arrow of
Light, are done at regular pack meetings. Yes, we do also have a regular
pack meeting in Feburary. B&G is in Scout Week and the regular pack meeting
is the 4th Tuesday of every month. For a Webelos to have his Arrow of Light
on his uniform for B&G, he needs to complete it for awarding at the January
pack meeting. He can still complete it up until B&G, but it will not be on
As a help to the transfer to Boy Scouts, from that Jan. pack meeting to B&G,
the Webelos dens work with the parents to get tan uniforms (if the boy
already does not have not) and put all the patches on the tan uniform in Boy
Scout Troop position. When the Webelos "cross-over", his neckerchief and
slide, Webelos Colors, and blue loops are removed. On the Boy Scout side,
the troop neckerchief and stand BSA slide are put on by the SPL. New Red
shoulder loops are put on by the ASPL.
The former Webelos has the troop patch on his right pocket. His Arrow of
Light is already on the lower part of his left pocket. New troop numbers are
on his uniform sleve and his patrol patch remains on the right sleve.
All the Webelos' Cub Scout patches are put on a "Buckskin" and presented to
At the new Scout's first troop meeting, he passes the Scout award and is
awarded is at the end of the troop meeting.
Within four weeks, these Webelos move from the Cub Scouts to Boy Scouts with
a chance for the other Cub Scouts to see the transition and the fun of going
into Boy Scouts.
All other Cub Scouts have their graduation in May. This is when everyone
moves up to the next level: Tigers to Wolfs, Wolfs to Bear, Bear to 1st
Webelos Den, and 1st Webelos Den to 2nd Webelos Patrol.
This all has worked well. Webelos transition for the last two years is at
80% as compared to 35% for the remainder of the district.
